docs(website): sweep every stamped page, move DOCS_VERIFIED_RELEASE to beta17 (wave 4)

Wave 4 of website-security-beta17-update-plan.md. All 29 stamped Docs pages
were re-read claim by claim against main (crates, docs/, CONTRACT.md,
openapi.json, management-registry.json, CHANGELOG). 24 changed; federation,
organization-scope, deny, amqp and observability needed nothing.

Besides stale counts (registry 162, permissions 116/26, twenty-one list
endpoints, the run-5 DB-core gain) and ~40 bold spans that enclosed a code
span and rendered with literal asterisks, the sweep corrected claims a reader
could act on: a logout-all route and a password-reset path that do not
exist; just run for just run-local; a tutorial token read from a body that
carries none; registration and client-credentials examples that failed;
ALLOW_MISSING_AUD_AS_USER's default; certificate-validity settings issuance
never reads; audit records described as chained, with no UPDATE/DELETE path
and AMQP ingestion; Vault CLI variable names for AXIAM__AUTH__VAULT_*; the
pki hierarchy; the grpc identity-service ceiling; the SCIM grant body;
bootstrap's single transaction; tenant_id on every gRPC message; "no none
method" now that public clients exist.

DOCS_VERIFIED_RELEASE 1.0.0-beta15 -> 1.0.0-beta17, earned by the sweep.
§9: generators reproduce the committed files; build, lint, check-doc-links
and check-config-key-coverage pass; the explorer anchors select their nodes
and render Mitigated, the open-only filter is empty on diagrams 1, 2 and 4,
and #/security shows 288 / 275 / 13.

The plan gains its EXECUTED block, including the note for the beta17
release-prep commit: re-run npm run gen:api-index after bumping
sdks/openapi.json.
