Let convert-tflite handle training checkpoints

A -ckpt.keras file from ModelCheckpoint (e.g., after stopping a training
run early) is a compiled training model: loading it failed on the
unregistered MDN loss function, and it lacks the LSTM state inputs the
TFLite runtime needs. Load .keras files with compile=False, detect
training models by their single input, and rebuild them as inference
models before conversion.

Also fix --out_dir crashing because the CLI passes it as a string.
