* Add conditional randomized-QMC uncertainty for LSMC

Deterministic Sobol payoff dispersion cannot measure QMC pricing uncertainty. Add opt-in digitally shifted pricing replicates with separate training and pricing seeds, frozen-policy standard errors, diagnostics, bindings, and empirical coverage evidence while preserving the default stream.

* Align RQMC coverage defaults with published results

The standalone experiment should reproduce its documented 256-seed counts with no arguments, and the expanded Python settings table should retain the repository column alignment.
