Port code-card to Go and add a static site version

Replace the Python implementation with a self-contained Go application
based on the wrouesnel/golang-template scaffold:

- pkg/codecard generates random and encoded tables and renders PDFs with
  fpdf, with no CGO or font files needed.
- pkg/pyrandom is a CPython-compatible Mersenne Twister, so encoded
  tables are identical to those of the Python implementation.
- pkg/entrypoints/code_card provides the random and encoded commands,
  prints nothing on success and a single line on error.

Add staticsite/, a standalone web page implementing the same algorithm
in the browser. It takes optional title, encoded_salt, mode and count URL
parameters, can generate a secure random salt, and prints up to 8 random
cards on an A4 landscape sheet, centred inside a 10mm margin. Its
JavaScript is tested against the Go implementation in goja.
