ci: build Android and iOS in parallel, iOS on a Namespace macOS runner (#57)

* ci: build Android and iOS in parallel on Namespace runners

Move the build and ios jobs to namespace-profile-link-linux and
namespace-profile-link-macos, and drop the opt-in gate on the iOS head
(the ios PR label and dispatch input) so both heads build on every run.
The release job now requires ios to succeed again. Dependabot and fork
PRs skip the ios-test publish, since their token is read-only.

* ci: use the Namespace profiles' full doubled-prefix labels

* ci: use the labels the Namespace probe proved, single prefix

* ci: keep Android on ubuntu-latest, iOS on Namespace macOS
