feat(dev): run the SPA against the backend dev environment

Add npm scripts to use the IQSS/dataverse dev env (docker-compose-dev.yml
+ docker-compose-dev.spa.yml) without editing public/config.js:

- start:backend-dev: Vite dev server (HMR) with runtime config
  overrides from .env.backend-dev
- build:backend-dev: production build copied into
  <dataverse>/docker-dev-volumes/app/spa with WEB-INF/web.xml and the
  overridden config.js, served by the backend at /modern

The override logic from write-runtime-config.mjs moves to
scripts/runtime-config.mjs so the dev server and the new script share it;
write-runtime-config.mjs output is unchanged.
