fix: put zero-initialized globals in bss (#392)

A zero global was spelled out as one dq/quad 0 per 8 bytes in .data.
nasm then kept that whole list resident. Reserve the object in .bss
instead, for both gas and nasm, rounded up to a whole word so a short
struct tail is not written onto the next symbol.
