Clean up test warnings (#3372)

### Summary
Currently, our 1880 unit tests produce 2490 warnings (!!!). 
This is PR takes a first step at reducing this number, either by:
- Tweaking the tests to avoid warnings, as is the case for NEAT
tests--where the warnings are triggered by us choosing a qiskit-aer
simulator without all the properties
- Asserting over warnings, where these are triggered by our own logic

The remaining warnings are now triggered by:
- Legacy Sampler and Estimator. We can let them stay, I'd say
- Deprecated options, such as `PostSelectionOptions`
- The backward compatibility tests--@diego-plan9, let's maybe address
separately, I have some ideas
- The transpiler module (205 passed, 2226 warnings). The easiest way to
fix this is to remove deprecated passes, and can be done in a follow-up
