opt: keep volatile reads through fold and inlining (#389)

A volatile automatic is marked on its Value. Fold will not reuse it
as a known constant or drop it in an algebraic identity, and dead-temp
elimination will not delete an instruction that reads or writes it.
Inlining copies the flag, and a volatile parameter is not aliased onto
a non-volatile argument.
