Refresh the benchmark tables per release, not per PR (#1564)

## What do these changes do?

Regenerating the tables in `docs/benchmark.rst` on every pull request
that moves performance turned out to be noise: each run shifts every
row a little, so the diff buries the rows that actually changed. An
ordinary PR now reports the instruction counts for the operations it
touched in its own description, and the published tables are refreshed
once per release.

That refresh needs somewhere to live, so this also adds `RELEASE.md`,
the maintainer release procedure: preflight, the benchmark refresh, the
towncrier build and version bump, tagging, verification, and the
post-release `.dev0` bump. `AGENTS.md` and the benchmarking reference
both point at it.

Docs only; no code changes.

No.

## Is it a substantial burden for the maintainers to support this?

No, it removes a per-PR chore.
