fix(signals): zombies of a committing owner do not rerun before the commit (#3546) (#3634)

While any transaction is parked, the ambient flush ran the zombie queue
before committing its own pending nodes. An owner that recreates a child
per pass (the compiled `<Show when={n() > 0 && n() < 2}>` condition) then
ran twice per mainline write: the old child, dirtied by the same write and
zombified by the owner's pass, reran as a zombie and notified the owner
through the previous pass's dependency tail (kept by A30 until the commit
trims it), and the owner recomputed again with identical inputs.

Commit first: a zombie whose owner commits this flush is disposed by that
commit and never reruns — as when no transaction is parked. Only zombies
of actually parked owners rerun (#2916, #3463). A30 unchanged.

40 alternating writes under a parked action: 100 -> 60 nested-memo runs,
60 -> 40 owner runs (equal to the no-transaction control).
