* fix: only keep requested environments from HMAC/tokens

context: Currently if edge requests dev and prod tokens, and you've
configured persistence, and you change your startup to only request prod
token, you'll still have a dev token being refreshed, because the
persistence will add it's dev token to the list of tokens.

With this PR we now use the configured tokens  (CLI or HMAC) as the
desired environment configuration, however, we'll keep the token status
of the other persisted tokens in order to save a lookup to Unleash.

Worth discussing, should we even keep the validation status?

* import hashset unconditionally

* also remove features cached for other envs

* Add check for non-empty desired environments

* Make sure enterprise license validation uses updated tokens

* added test to verify that all caches are pruned
