fix(backend): nil tenant on :from_device_connected_event

`DeviceConnected` trigger handler sets the tenant when create is invoked,
not on the changeset creation.

Contrary to other changes on device creation (like `SetupReconciler` and
`TearDownReconciler`), `DeployPending` was getting the tenant from the
changeset, rather than loading it on the device, but this ultimately resulted in
a `MatchError` due to the nil value, since tenant was not set in the changeset.

Fixed by following the pattern used in the other changes, and hardened
trigger handlers.
