Track image assets better (#919)

* Look at images in limit_assets too

* Move asset handling out of scheduler

There is no need to add an IPC layer for it

* Make the limit_assets debug output human readable

100G and 10G are easy to confuse if they are written in full length

* Avoid duplicated code and loop through the asset types directly

* Register assets when we see them in limit_assets

No deletion is happening on them. we just track them as seen, so we can
later decide to delete untracked assets in the order we've seen them not
by file date
