Enable SSE-C test disk only for ClickHouse 23.11+

chainguard/minio latest (MinIO RELEASE.2026-09-22, commit df34868a)
rejects any unsigned x-amz-* header in SigV4 verification. ClickHouse
before 23.11 adds the x-amz-server-side-encryption-customer-* headers
after signing (fixed in ClickHouse/ClickHouse#57001), so the
disk_s3_ssec startup access check fails, clickhouse-server exits with
code 70 in a restart loop and the integration env never becomes healthy.

MinIO has no option to relax the check, so install disk_s3_ssec and run
TestS3SSEC only on versions that sign SSE-C headers.
