Implement general/rounding functions (abs, frac, intg, round, trunc, ceil, floor, random)

Adds src/functions/general.rs with abs, trunc (intg is an alias),
frac, round (round-half-up per the original manual's worked examples),
ceil, floor, and random(x) (uniform random number in [0, x], via the
new rand dependency). Wires these into eval.rs::call_function, moves
docs/functions/general.md from planned to v1, updates DESIGN.md's
scope/catalog, adds a README Examples block, and updates CHANGELOG.md.
