OTP 29 passed on the last run. Elixir 1.18 / OTP 27 and Elixir 1.19 / OTP 28 failed for the same underlying reason: the RPC test renames the VM with `Node.start/1`, and the scheduler keeps running against the old node.

On OTP 27 the promoter never handled `:tick`, so the scheduled job and the deferred sleep job never became available. On OTP 28 `:sys.suspend/1` timed out on that stuck process in `clear_jobs! is a no-op when the jobs table does not exist`.

The RPC setup now stops and starts Kathikon after the node rename, so Mnesia and the promoter attach to the new node. The clear-jobs test stops the application instead of suspending processes that may be blocked inside Mnesia.

`mix test test/kathikon_test.exs test/kathikon/backend/storage_mnesia_integration_test.exs test/kathikon/dashboard_test.exs --seed 532759` — 75 passed.
