fix(parameter-editor): preserve derived manual overrides on navigation

Prevent configuration-step repopulation from overwriting a persisted manual
override with the newly computed derived value. Parameters loaded with the
@manual_override marker now retain their saved value and change reason when
the parameter table is rebuilt after navigating between configuration files.

Add a regression test covering a saved derived override and ensure existing
derived-parameter handling remains covered.
