Fix TSI tests: check_less_precise removed from pandas

pandas.testing.assert_series_equal(check_less_precise=True) was
deprecated in pandas 1.1 and has now been removed entirely -
TestTSIIndicator.test_tsi/test_tsi2 raised TypeError on current pandas
instead of running at all.

check_exact=False alone wasn't enough: the fixture and the current tsi()
output differ by ~0.01% relative (e.g. 26.6028 vs 26.6054), tiny but
above the default rtol. Used rtol=1e-3 to tolerate that gap explicitly
rather than picking a tolerance that happened to just barely pass.

Verified: both tests fail with a clear TypeError on unpatched pandas,
pass with this change. Full suite (test/unit + test/integration,
collected via -o python_files="*.py" since these aren't test_*.py
named) 134/134 on pandas 3.0.6.
