feat: alternatives for area-of-use and projection (#1200)

* move projection and crs area into traits and impl for proj as default type

* add static area of use provider

* add geodesy projector

* adat tests, add benchmarks

* change stac lookup coordinates smaller number of digits

* fix: adapt to new coordinate projection traits after rebase

* refactor(backend): rename crs-bounds to crs-constants and add static unit metadata

- Rename crs-bounds crate to crs-constants since it now stores more than bounds
- Recreate epsg registry generator (scripts/generate_epsg_registry.py) reading
  proj.db; adds unit and meters_per_unit columns per EPSG entry
- Store linear unit (m, ft, us-ft, ...) and meters-per-unit conversion factor in
  the static registry
- Move uses_meters/meters_per_unit into the CrsMetadataProvider trait, with
  static answers from the registry and proj fallback in ProjMetadataProvider;
  drop the proj_sys FFI block from SpatialReference
- Rename AreaOfUseProvider -> CrsMetadataProvider, ProjAreaOfUseProvider ->
  ProjMetadataProvider, StaticEpsgAreaProvider -> StaticEpsgMetadataProvider,
  MixedAreaOfUseProvider -> MixedMetadataProvider
- Delete orphan util/crs_definitions.rs (referenced non-existent fields)
- Bump crs-definitions to 0.5.0

* fix(backend): make reprojected pixel size suggestions representative of web mercator tile graphs

Serving WebMercatorQuad tiles for layers defined in another CRS aborted
graph initialization with HTTP 500 (`InterpolationOperator:
FractionMustBeOneOrLarger { f: 0.0093306919293428 }`) whenever the
suggested pixel size was outside the range representable by the
WebMercatorQuad tile matrix, e.g. for the CI validation layer whose
EPSG 4326 bounds reach latitude 90 and beyond -90. Two defects:

- `suggest_pixel_size_like_gdal` trusted raw bounding box corners, which
  blow up to astronomic values at the Web Mercator poles and are rejected
  entirely by the projector for out of domain coordinates. Now th... (continued)
