osc: let an address learned as an impulse take a type later

Learning types an address from the first message that reaches it and never
revises. An empty list goes on the wire as a message with no arguments, which
is what an impulse is, so a sender with nothing to say yet -- a detector with
nothing in view -- pinned its address to impulse for the session, and the data
that arrived a second later could not correct it.

An address still typed as an impulse now takes the type of the next message
that carries arguments. It can only add what was not known; one that never
receives any stays an impulse.
