test: a single-node CockroachDB for local runs

docker-compose.cockroach-single.yaml runs one in-memory node on the same port,
and npm run test:cockroachdb:single starts it and runs the full suite: the same
39 tests took 79s against it and 147s against the three-node cluster, which
stays the one CI uses. The image creates the database itself, so there is no
one-shot setup container, which older Compose releases never report as done
under up --wait.

The backend docs also said the full CockroachDB suite runs nightly in CI; no
workflow does, so they now say to run it by hand.
