docs(tools): keep the comments in _make_coordinates to what the code does

Two of them explained the change that introduced them rather than the code:
the exception a missing guard would raise, and that tree-shaped grids keep
their coordinates 'previous' to that change. Neither means anything without
the diff in front of you; both are in the commit and PR that made the change.

What the reader needs is the invariant -- the layout assumes a tree -- and what
the code does on a ring, which is what is left.
