ci: run emmylua_check

The patch allows running `emmylua_check` in Github Actions. There is
no Debian package for `emmylua_check`, so it is installed via cargo
in a separate action. The version is pinned to 0.25.1 to match the
configuration file.

Like the static-analysis job, the emmylua_check job is skipped for
pull requests from the same repository to avoid duplicate runs, when
a push event already triggered it.
