Support multiple functions per AWS event, merge SNS filter policies (#1462)

* Support multiple functions per AWS event mapping; merge SNS filter policies on update

- AWS_EVENT_MAPPING now maps an ARN to a list of functions instead of a single function, with backward-compat handling for the old single-string format
- LambdaHandler dispatches to all mapped functions for a triggered event instead of only the first
- SNSEventSource.update() now merges new filter policies with the subscription's existing filter policy instead of overwriting it
