feat: accept hexadecimal floating constants

A leading 0x stayed in the hex-integer scanner state, so forms such as
0x1.0p-100f never became a float_const token. Accept the C99 hexadecimal
floating constant, including the required binary exponent and an optional
suffix. The existing stof/stod/stold path parses that spelling.
