Collect coverage in the regular package build

buildDebSbuild runs its Coverage stage only with STYLE_CHECK_DIRS set,
which also enables code style check and clang-tidy. Instead pass
cov-report=../coverage via defaultDebBuildOptions: coverage.xml lands in
the sbuild build dir, where buildDebSbuild picks it up with RUN_COVERAGE
for the coveralls report.

If cov-report is given more than once, use the last one.
