Fix the istr benchmark script to import pyperf (#1531)

## What do these changes do?

`benchmarks/istr.py` still imported the benchmarking library under its
pre-1.0 name, `perf`. That package was renamed to `pyperf` years ago, so
the script has been failing at import and cannot have been run since.
This switches the import and the `Runner` reference.

## Are there changes in behavior for the user?

No. The file is a developer benchmark script and is not packaged.

## Is it a substantial burden for the maintainers to support this?

No.
