fix: correct component JSDoc and expose documented picker parts (#2398)

Audit the JSDoc of the components against their templates and emitted
events, and fix the entries that do not match. Update the spec.md files
that repeat the same errors.

- Expose the `container` part of igc-date-picker and the `ranges` part
  of igc-date-range-picker. Both were documented but never exported.
  Add spec tests that style each part from outside the picker.
- Remove parts and slots that do not exist: igc-button prefix/suffix
  parts, igc-toast base part, igc-circular-progress variant parts,
  igc-calendar default slot, and igc-chat prefix/title parts and the
  forwarded message-list part.
- Add the missing ` - ` separator to the default @slot tags of
  igc-toggle-button, igc-carousel and igc-carousel-slide. The manifest
  recorded them as slots named "Renders" and "Default".
- Remove the duplicate clear-icon part of igc-date-range-picker and
  mark suffix-start/suffix-end as two-input slots.
- Replace the "checked state" igcChange description on igc-input,
  igc-date-time-input, igc-file-input and igc-select.
- Document that the rating --symbol-*-filter properties apply only in
  the disabled state.
- Internal chat components: document input-container on igc-chat, the
  igcInputChange event on igc-chat-input, and the real parts of
  igc-message-attachments.
- Fix typos in the combo, select, dropdown, tile, tile-manager, input
  and textarea JSDoc.

* fix: address review feedback on the JSDoc corrections

- Remove the stale message-list token from the chat message exportparts.
- Describe the rating --symbol-*-filter properties precisely: they
  apply to projected non-icon symbols while the rating is disabled.
- Match the igcChange JSDoc of input, date-time-input, file-input and
  select to the wording of their spec API tables.
- Fix the type-mismatch slot typo in the input spec.
- Add revision history rows to the changed specs, and add the new
  picker part tests to... (continued)
