feat: Add OvsConfig field to SpectrumXRailPoolConfigSpec

Users can now supply custom OvsConfig entries via SpectrumXRailPoolConfig;
generateSRIOVNetworkPoolConfig merges them on top of the operator's
default OvsConfig, so the built-in options are always applied even
when not overridden by user input.
