Follow the service guideline for lifecycle and exit codes

SOFT-7513:

  * Wait for an unavailable MQTT broker instead of exiting; exit with 2 when the broker rejects the login, retry other connection failures
  * On SIGINT/SIGTERM cancel and await the background tasks, remove the retained topics before the MQTT client stops and wait for the confirmation up to 5 seconds (an error is logged when the broker is not connected or does not confirm) and exit 0; no more atexit traceback

Follow-ups after the review:
- Record the loop's signal handlers in tests instead of installing them
- Document the unit and dependency changes, annotate clear_state
