ci: drop Dependabot release branch sync (#3233)

## What this PR does

Removes the release workflow functionality that opens Dependabot
configuration PRs for newly created release branches, including the
equivalent sync for the reusable workflows repository.

These PRs produce a lot of noise with no real benefit.

The existing RC/GA reusable-workflow branch creation and pinning
behavior is preserved and now uses the existing `is_beta` output
directly. The unused `dependabotSyncManaged` release metadata is removed
as well.

## Validation

- Parsed `.github/workflows/release.yaml` and `hack/release.yaml`
successfully
- `actionlint -shellcheck=`
- `git diff --check`
