refactor(theming,animations): simplify and fix theming and animation internals (#2396)

- Theming controller: register the context consumer first, so a component
  inside a theme provider applies only the provider theme on connect.
  themeChange now runs once, not twice. Remove the unused consumer
  field and do not adopt empty style sheets.
- Theme events: an igc-change-theme event on window now updates the
  theme, also when configureTheme did not send it. The emitter moves
  into config.ts.
- getTheme: read --ig-theme and --ig-theme-variant directly, not every
  root CSS variable. Remove utils.ts.
- Animation player: also reject infinite iterations. Do not register it
  as a reactive controller, because it uses no lifecycle hooks.
- View transitions: share the reduced-motion skip. The directive starts
  a transition only when the template changes. The fallback waits for
  async callbacks.
- Easings: replace the enums with `as const` objects and remove the
  unused EaseIn and slide preset.
- Trim duplicate and inaccurate JSDoc.
