Add `allow_exist` argument to `@fs.mkdir`

Instead of bundling the allow-exist behavior into `recursive=true`,
expose it as a dedicated optional argument `allow_exist? : Bool = false`.
When it is `true`, `EEXIST` is swallowed if `path` is already a directory;
an existing non-directory still raises.

Recursive mode always creates parent directories with `allow_exist=true`,
so concurrent tasks may create directories under a shared parent.
The final component honors the caller's `allow_exist`, so `recursive=true`
alone still fails on an existing directory.

Test `allow_exist=true` directly instead of relying on a race
on the parent directory.
