fix: introduce requests to the Tamar panel as a browser (#64)

Tamar sent Beacon's descriptive 'Tamar/x.y.z (rest@aa-bristol.org;
<site>)' user-agent to the Tamar Telecommunications panel. That shape
was the fix for SiteGround blocking inbound REST calls to this site; it
was carried onto this outbound page scrape, where the comment claimed
it kept the panel's bot protection happy. It did not need to.

The panel is an ordinary logged-in web page, so Tamar now sends desktop
Chrome 154's reduced user-agent. Beacon's own default is unchanged;
Tamar overrides it as before.
