feat!: bundle the Beacon library and own the forwarding roles (#60)

Beacon is now a Composer library (v3.0.0), so Tamar no longer needs the
Beacon plugin active and binds nothing on beacon/loaded.

- Require bleedingdeacons/beacon ^3.0; drop Requires Plugins: beacon.
- Boot on plugins_loaded with Tamar's own BeaconContainer, and publish the
  driver with ForwardingRegistry::bind() for Trusted to find.
- Take over the beacon_* roles: register on activation, remove on
  deactivation and uninstall, and re-register on init when missing, since
  the old Beacon plugin strips them when it is deactivated or deleted.
- Register the beacon/v1 REST routes when BEACON_ENABLE_REST is defined.
- Add the TAMAR_KILL kill switch readme.txt already documented.
- CI, PHPStan and the test bootstrap read Beacon from vendor/, not a sibling
  checkout.

BREAKING CHANGE: Tamar\Plugin::init() takes no container, and tamar/loaded
passes Tamar's own container rather than Beacon's.
