feat!: turn Beacon into a Composer library (#60)

Beacon is no longer a WordPress plugin. Tamar and Trusted require it through
Composer, and a driver reaches a consumer through ForwardingRegistry instead
of a container passed on beacon/loaded.

- Add Beacon\Forwarding\ForwardingRegistry (bind/has/get/clear).
- Remove beacon.php, Plugin, BeaconServiceProvider, build.php, readme.txt and
  uninstall.php. The roles and REST controller stay as classes; Tamar wires them.
- UserAgent reads the package version from Composer; there is no header.
- CI runs the gates only. Releases are vX.Y.Z tags cut by hand, like wp-mocks.

BREAKING CHANGE: Beacon can no longer be activated as a plugin. beacon/loaded,
beacon/container, beacon/register_services and beacon() are gone.
