demo: Add Neon Functions deploy target

A Neon Function takes the same { fetch } export on Node as a Vercel
Function, so the bundle reuses the vercel runtime condition. Neon
uploads the entry file alone, so public/ is inlined the way the Fastly
target does it. The CLI is pinned to the version npm resolves here.
