Add `cext` helper for cloning an `Arc::into_raw` (#17026)

We (intend to) have several places in the C API which will use
`Arc::into_raw` to leak objects with shared-ownership semantics to the C
API, typically in the case of "vtables" for traits.  This abstracts out
the safety of pulling one of these back in.
