Improve performance for processing of extension user configuration 

Encapsulate the parallel processing that is in NotificationDataService
into a ParallelResourceProcessor class.  Incorporated it into the
ExtensionConfigDataService to test the encapsulation.  Move the
ExtensionRestService into the api.extension package.  Add a transform
object to create the UserConfigItem object from the user object.
