Size a fast chart's bars from the sensor's event resolution (#2511)

* ui/static/js: size a fast chart's bars from the sensor's event resolution

Context:
- Issue #2454: a sensor page showing a single data point drew it as a bar
  spanning most of the chart, and stretched the shown time range well beyond
  the selected one. A daily sensor with one recorded day reproduces it, as
  does selecting a range that holds only one data point.
- ECharts derives a bar's width from the spacing between data points, which
  it cannot do with a single point, and it widens the axis to keep the
  outermost bars inside the grid — so an overwide bar drags the axis with it.

Change:
- Set the width ourselves, from the sensor's own event resolution, so a bar
  covers exactly the event it reports however many points are in view; the
  axis is then widened by one resolution instead of by most of the window.
- Recompute that width on every zoom, since a width in pixels does not scale
  with the axis by itself.
- Plot each bar half a resolution late, so it covers the resolution that
  follows its event start, as the Vega-Lite bar chart draws it, rather than
  straddling it; the tooltip reads the real event start back off the series.

* tests: cover a sensor whose chart holds a single data point

Context:
- Issue #2454 is reproduced by a daily sensor of which only one day was
  recorded, so the chart has no event spacing to read a bar's width from.

Change:
- Add an asset with such a daily sensor and its single data point, and assert
  that the sensor page's chart data carries the sensor's own event resolution,
  which is what the chart sizes the bar with.
- Cover the bar geometry itself in the JavaScript suite: the interval a bar
  stands for, the width that makes it cover exactly that interval, and the
  event a bar reports once it is plotted over its own interval.
