Update some major versions of dependencies (#737)

Update `sass-loader` to v17 and `@testing-library/jest-dom` to v7.
Neither update needs code changes. `sass-loader` has used the modern
Sass API since v16, which ignores `sassOptions.includePaths`, and
`@testing-library/jest-dom` is imported the same way as before.

Other major updates are not possible yet:

* Babel 8 (`@babel/*`): Jest 30 depends on
  `babel-preset-current-node-syntax`, whose `@babel/plugin-syntax-*`
  v7 plugins accept only `@babel/core` v7 as a peer dependency, so npm
  cannot resolve the dependency tree. `@svgr/webpack` v8, its latest
  version, pulls in Babel 7 presets with the same peer dependency.
* `stylelint` v17 (together with `@stylistic/stylelint-config` v5):
  `@visionappscz/stylelint-config` v4 supports only `stylelint` v16.
* `js-yaml` v5 in `overrides`: it would force v5 on `eslint` v8,
  `cosmiconfig` and `@istanbuljs/load-nyc-config`, which require v4
  or v3.
* `eslint` and `react`/`react-dom`: kept at their hardened versions.
