Fix handling of verify argument (#3358)

### Summary

In the last commit of #3353, the intended change for ensuring
`validate=True` even if not set was applied to the wrong line, which
reverted the handling of `verify` in `get_iam_authentificator()` in the
cases where the flag is not explicitly set.
