CA-431758: Scope lldpd to LLDP-enabled physical NICs (#7277)

lldpd was launched unscoped, so it registered hardware and opened an
ETH_P_ALL capture socket on every interface it saw as physical -
including VM vifs and taps. That put a per-packet ptype_all dispatch on
the guest data path and cost VM network throughput.

Default lldpd to manage no interface (deny-all pattern), and have
set_conf maintain the managed-interface set incrementally: add each
LLDP-enabled physical NIC and remove it on disable, re-pushing the full
pattern (lldpd replaces it wholesale). An empty set is expressed as the
deny-all pattern, never an empty (match-all) pattern.
