Ensure persistent auth errors on AuthorizationRetryingAction are not suppressed (#5104)

* Add currently-failing test to reveal auth errors getting swallowed

* Ensure successful auth rebuilds preserve the original auth error when retrying

* Merge distinct AuthorizationRetryingAction tests into single table-driven test definition

* Add test case to cover errors during auth rebuild

* Increase retry timeout to 100 milliseconds
