test: convert the suite to Pest 5 (#79)

Every test file is now a closure-based Pest spec except two kept as PHPUnit
classes: the REST_REQUEST tests must run in a separate process (a defined
constant cannot be undone) and Pest refuses process isolation. They are
MemberFieldsObscurerTest and the new ResponderCertificationGuardRestRequestTest,
split out of ResponderCertificationGuardTest. Pest runs both.

tests/bootstrap.php defines PHPUNIT_COMPOSER_INSTALL when missing: Pest's
launcher does not, and PHPUnit's separate-process template needs it to load
Composer in the child.

tests/Pest.php binds the wp-mocks-coupled files to Scrutiny\Tests\TestCase;
the two AuditTracker suites on plain PHPUnit use MockeryPHPUnitIntegration so
their Mockery expectations are still verified.

459 -> 503 tests (multi-case tests split into datasets); coverage 2020 ->
2016, the four lines being ABSPATH guards that covers() loads before coverage
starts. composer test now runs pest.
