Upgrade Gradle to 9.7.1 and the build plugins, Dokka on the V2 API

Wrapper 9.5.1 -> 9.7.1, nmcp 1.6.2, JaCoCo 0.8.15; the jacoco toolVersion derives from the buildSrc org.jacoco.core pin, which the Gradle plugin otherwise ignores in favour of its bundled default. Dokka moves off the V1 dokkaHtml task, which dokka-gradle-plugin 2.2.0 disables, onto the V2 DSL: the root project aggregates abakt-core and abakt-test into docs/dokka, the layout the published site and the README links use, and the docs workflow runs :dokkaGenerate. docs/dokka is generated output and is gitignored. The release target's closing echo names abaktVersion.
