The offline redirect emitter is branch-only and was missed when the
signature changed. Also tidies the four branch-only modules.

An app-level action taking pageCache got the handle and no delivery:

SPECIFICATION.md documented that shape as working. A page action taking
pageCache and returning a body opened an SSE stream and wrote an HTML
document into it, losing the body.

Delivery now follows pageCacheViaRedirect, pageCacheViaBake and
pageCacheViaStream, applied to both the page and the app-level path.

An action returning neither a redirect nor a body now answers on an event
stream and requires a Datastar request. It sent n... (continued)
