* test(functions): migrate functions to Vitest

- Replaces legacy Karma + Mocha + Chai + Sinon test runners with native Vitest
- Configures unified vitest.config.mjs supporting Node and Playwright Chromium Browser projects
- Converts legacy Chai assertions (.to.equal, .to.deep.equal, .to.throw, assert.equal) to native Vitest matchers
- Converts Sinon stubs and spies to vi.spyOn, mockResolvedValue, mockReturnValue, mockImplementation
- Safely guards browser process environment access
- Deletes obsolete karma.conf.js and cleans package.json test scripts

* refactor(functions): prune redundant setup file and imports, restore permission spy
