feat(config): support _FILE env vars for docker secrets (#937)

Every documented config env variable NAME can now be set as NAME_FILE
pointing to a file whose content is used as the value. This covers
ORIGIN_*, REPLICA_*, REPLICA<n>_* and the unprefixed variables. Setting
both NAME and NAME_FILE, or pointing to an unreadable file, is an error.
